As the handover of the presidency of the General Conference and the Executive Council of the Arab Organization for Education, Culture and Science "ALECSO" approaches in November, the experience of the Kingdom in developing governance, work mechanisms, and launching Arab initiatives and partnerships in the fields of education, culture, and science comes to the forefront.
The Kingdom's presidency of the Executive Council lasted five years, while it held the presidency of the General Conference for two years, under the leadership of the Minister of Culture and Chairman of the Saudi National Commission for Education, Culture and Science, Prince Badr bin Abdullah bin Farhan.
The Kingdom is set to hand over the presidency of the General Conference to the Sultanate of Oman during the 28th session, which will be held in Muscat on November 12, after two years of its presidency that began at the conference meeting in Jeddah in May 2024.
The Kingdom will also conclude its presidency of the Executive Council of the organization during its 125th meeting, scheduled to be held on November 9 and 10, after five years of work that began in July 2021, during which initiatives were launched and governance and institutional work mechanisms were developed. The Executive Council is chaired by Mr. Hani bin Maqbel Al-Qannam.
The Kingdom's presidency of the Executive Council, over three consecutive terms, marked a transformation in the nature of its role; it shifted from focusing on approving topics to monitoring the implementation of decisions, formulating directions, and building an agenda more closely aligned with priorities and outcomes. This transformation was based on a comprehensive review of the level of Saudi institutional presence and participation in programs and decision-making, followed by efforts to enhance national partnerships and develop the tools of the council.
In this context, 40 initiatives were launched to enhance the presence of Saudi content in the organization's work, through partnerships and programs implemented by Saudi national entities in cooperation with "ALECSO." Additionally, during the Kingdom's presidency, the Executive Council launched 29 initiatives that supported the development of institutional work and linked programs to their implementation.
The development extended to the structure of the organization and its work mechanisms; six specialized committees were established to address strategic files, including the development of the General Conference's work mechanism, governance of the organization's performance, training its employees and developing their competencies, monitoring the educational and scientific conditions in countries affected by conflicts and crises, selecting the organization's experts, and conducting a phased evaluation of its future plan.
During the Kingdom's presidency of the General Conference, developmental projects were launched, including preparing a project to develop the internal system of the conference, establishing an office for it within the developed system, preparing a framework for performance governance and a specific guide for it, in addition to developing a comprehensive training and formation strategy, and a unified Arab framework for selecting the organization's experts, in partnership with the national committees in Arab countries.
The efforts to develop the conference included restructuring the committees and work mechanisms, organizing the preparation for meetings before they are held, and enhancing follow-up, monitoring, and evaluation. These measures aim to increase the efficiency of decisions, clarify responsibilities, and strengthen the connection between what is approved in the organization's meetings and what is implemented from programs and initiatives.
At the level of member states' participation, participatory work mechanisms contributed to motivating 22 Arab countries to participate in decision-making and express their needs and proposals through joint workshops. The reforms also included updating the internal system of the Executive Council, enhancing transparency and governance, establishing mechanisms to follow up on decisions, and activating the committees emanating from the council.
The development work also included reviewing programs and budgets and linking resources to the organization's goals, through two pathways focusing on developing internal work and supporting the most needy countries.
In the area of capacity building, the Executive Council approved the allocation of $70,000 annually for training and development of the organization's employees' competencies, in addition to enhancing the presence of national competencies in the committees and the institutional system.
Regarding countries affected by conflicts, disasters, and emergencies, the organization moved to include its support within a permanent institutional pathway in the meetings of the Executive Council and the General Conference.
The Kingdom proposed allocating $200,000 for each of five countries: Yemen, Lebanon, Sudan, Syria, and Libya, over two financial years, at a rate of $100,000 annually for each country. The total proposal amounts to $1 million for the financial cycle 2027-2028, and it is scheduled to be presented for approval at the upcoming General Conference meeting.
The hosting of the organization's meetings, including the meetings in AlUla and Jeddah, has also transformed into a space to enhance initiatives and highlight the cultural and civilizational dimension of the Kingdom, as part of a broader approach to developing partnerships, opening up to diverse funding sources, and enhancing cooperation with Arab national committees.
During the five years, the roadmap of the Executive Council focused on developing the institutional structure, monitoring the implementation of decisions, enhancing commitment to regulatory references, developing the methodology for studying budgets and programs, activating the role of specialized committees, and member states' participation. It also included adopting strategies for the organization, approving the establishment of a new unit within its organizational structure, launching new centers, and enhancing its role as an Arab center of expertise.
With the handover of the presidency in November, the Saudi experience leaves a path of initiatives and institutional amendments aimed at continuing to develop the performance of "ALECSO" and enhancing its ability to coordinate and promote Arab cooperation in the fields of education, culture, and science. This path is based on expanding partnerships, developing governance, and linking initiatives to measurable impacts, which supports the organization's role in keeping pace with Arab priorities and regional and international changes.
