شددت هيئة الطرق على «تصريح نقل» قبل تشغيل الشاحنات ذات المقطورات المزدوجة على الطرق والمسارات المحددة، مع الالتزام بالاشتراطات الفنية الخاصة بهذا النوع من الشاحنات.
واشترطت أن يكون مقدم الطلب حاصلاً على ترخيص سارٍ لمزاولة نشاط نقل البضائع، وأن تحمل مركبة النقل بطاقة تشغيل سارية باسمه، مع تحديد مسار مناسب لسير الشاحنات، على أن تكون الطرق مفصولة الاتجاهين وملائمة لحركتها، بما في ذلك المنحدرات والدوارات والتقاطعات والجسور.
كما اشترطت الهيئة استكمال الإجراءات النظامية اللازمة، ومطابقة تركيبة الشاحنة للمواصفات القياسية المعتمدة الخاصة بأوزان المركبات وأبعادها والمقطورات وأنصاف المقطورات، إلى جانب تأهيل السائق لقيادة هذا النوع من الشاحنات وفق الاشتراطات المعتمدة.
ويصدر تصريح النقل بمدة لا تتجاوز صلاحية بطاقة التشغيل أو ترخيص الناقل، أيهما أقرب، ويتضمن بيانات الناقل والسائقين والشاحنة وتركيبة النقل ومسار الرحلة ومدة التصريح، مع إمكانية تعديل المسارات بعد موافقة الهيئة.
وأكدت الهيئة أن الالتزام بالاشتراطات المحددة شرط لاستمرار سريان التصريح، وأن مخالفته تستوجب اتخاذ الإجراءات النظامية، فيما ينتهي التصريح بانتهاء مدته.
وألزمت الهيئة المشغلين بالحصول على تصريح مستقل لكل شاحنة ذات مقطورات مزدوجة، والتقيد بالمسار المحدد في التصريح، وعدم تجاوز الأبعاد والأوزان المقررة وفق المواصفات القياسية السعودية.
The Roads Authority emphasized the need for a "transport permit" before operating double-trailer trucks on designated roads and routes, while adhering to the technical requirements specific to this type of truck.
It stipulated that the applicant must hold a valid license to engage in the transportation of goods, and that the transport vehicle must have a valid operating card in their name, with a suitable route specified for the trucks, ensuring that the roads are two-way and suitable for their movement, including slopes, roundabouts, intersections, and bridges.
The authority also required the completion of necessary regulatory procedures, and that the truck's configuration complies with the approved standard specifications for vehicle weights and dimensions, as well as for trailers and semi-trailers, in addition to qualifying the driver to operate this type of truck according to the approved requirements.
The transport permit is issued for a duration not exceeding the validity of the operating card or the carrier's license, whichever is closer, and includes details about the carrier, drivers, truck, transport configuration, trip route, and permit duration, with the possibility of modifying routes after obtaining the authority's approval.
The authority confirmed that adherence to the specified requirements is a condition for the continued validity of the permit, and that violations will necessitate taking regulatory actions, while the permit will expire upon the end of its duration.
The authority mandated operators to obtain a separate permit for each double-trailer truck, to adhere to the route specified in the permit, and not to exceed the dimensions and weights set according to Saudi standard specifications.
