Russia and Ukraine began, on Tuesday, a limited ceasefire to allow for a humanitarian operation in the Russian-occupied town of Olyushki.
The Russian Ministry of Defense announced via the Telegram app that it had halted shelling towards the Ukrainian city of Kherson starting from 4 a.m. Moscow time (01:00 GMT) in preparation for the humanitarian operation in Olyushki, located on the opposite bank of the Dnipro River from the city of Kherson.
Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets confirmed in a Facebook post that the ceasefire began at the same time. He stated, "As the head of the Ukrainian negotiation team, I confirm that the Ukrainian side is committed to its obligations."
Last week, the White House announced that both sides, mediated by First Lady Melania Trump, had agreed to a temporary ceasefire in the city to allow for the delivery of humanitarian aid and the evacuation of civilians via a safe corridor.
The agreement stipulates a temporary halt to military operations in the city to facilitate the entry of humanitarian aid and prepare for the evacuation of residents wishing to leave, without specifying the duration of the truce.
Although the agreement is considered limited in scope, it represents a rare model of direct cooperation between the two parties since the start of the Russian invasion of Ukraine. The Kremlin stated on Monday that this truce could set a precedent for similar local ceasefire agreements in the future.
Russian forces captured Olyushki during the early days of the Russian invasion of Ukraine in February 2022. The infrastructure in Olyushki has suffered severe damage due to the war and has also been heavily affected by flooding following the destruction of the nearby Kakhovka Dam in 2023.
According to the United States, only a few thousand residents remain in Olyushki, down from a pre-war population of 24,000. Residents and officials have reported a severe shortage of food, medicine, and other essential supplies.
The Russian-appointed governor of Kherson Oblast, Vladimir Saldo, accused Ukrainian forces of planting remote-controlled mines on the roads leading to the city and targeting vehicles with drones, which he claimed disrupted the delivery of food, fuel, and medical supplies. He also accused them of targeting energy and communications facilities, exacerbating the humanitarian situation in the city.
