كشفت النيابة الإدارية بمحافظة بورسعيد عن اختراق ذمّة الوظيفة العامة في القطاع الصحي، محيلةً 12 موظفاً بـ«وحدات طب الأسرة» -من بينهم 10 صيادلة- إلى محاكمة تأديبية عاجلة، لاتهامهم بالاستيلاء على أدوية ناهزت قيمتها مليوني جنيه. فخلف ستار الأرقام والشاشات، استغل هؤلاء ثغرات في منظومة الصرف الإلكتروني وتواطأوا على تسجيل كميات أدوية تفوق ما قرره الأطباء للمرضى فعلياً، بل ووصل الأمر ببعضهم إلى استغلال إهمال زملائهم في حماية بياناتهم السرية، لسرقة كلمات المرور وتنفيذ عمليات صرف وهمية لحسابهم الخاص.
هذا المخطط تهاوى بفضل أدلة فنية قاطعة، استندت فيها النيابة إلى تقارير التحول الرقمي بهيئة الرعاية الصحية، ومطابقة سجلات الفحص الرقمي بتسجيلات كاميرات المراقبة، إضافة إلى تقارير لجان الجرد. ولم يتوقف قطار المحاسبة عند المنفذين المباشرين، بل طال أيضاً الإدارة الطبية والرقابية بالوحدات لتقصيرهم في الإشراف والمتابعة وتسهيل الجريمة. ومع إحالة الملف كاملاً للنيابة العامة لشقّه الجنائي، بعثت النيابة الإدارية برسالة شديدة اللهجة تؤكد فيها أن التلاعب بالمنظومة الدوائية ليس مجرد اعتداء على المال العام، بل هو مساس مباشر بحق المواطن البسيط في العلاج، مشددة على أن الحفاظ على الأمان الرقمي للمنظومات الطبية مسؤولية قانونية لا تهاون فيها.
The Administrative Prosecution in Port Said Governorate has revealed a breach of public office integrity in the health sector, referring 12 employees from the "Family Medicine Units" - including 10 pharmacists - to urgent disciplinary trial, accusing them of embezzling medicines worth nearly two million pounds. Behind the facade of numbers and screens, these individuals exploited loopholes in the electronic dispensing system and colluded to record quantities of medicines exceeding what doctors had actually prescribed for patients. In fact, some of them went so far as to exploit their colleagues' negligence in protecting their confidential data to steal passwords and execute fictitious dispensing operations for their own benefit.
This scheme collapsed thanks to conclusive technical evidence, upon which the prosecution relied on digital transformation reports from the Health Care Authority, matching digital inspection records with surveillance camera footage, in addition to inventory committee reports. The accountability train did not stop at the direct perpetrators but also extended to the medical and supervisory management of the units for their negligence in oversight and monitoring, facilitating the crime. With the entire file referred to the Public Prosecution for its criminal aspect, the Administrative Prosecution sent a strongly worded message emphasizing that manipulating the pharmaceutical system is not just an assault on public funds, but a direct infringement on the simple citizen's right to treatment, stressing that maintaining the digital security of medical systems is a legal responsibility that cannot be compromised.
