دخلت الصين حالة تأهب قصوى، بعدما أصدرت السلطات المختصة إنذارين باللون الأحمر، وهو أعلى مستوى في نظام التحذير من الأحوال الجوية والكوارث الطبيعية، مع استمرار هطول الأمطار الغزيرة وارتفاع مخاطر الفيضانات المفاجئة والانهيارات الأرضية في عدد من المقاطعات.
وأعلنت وزارة الموارد المائية والهيئة الوطنية للأرصاد الجوية، وفقاً لوكالة أنباء «شينخوا»، إصدار إنذار أحمر من الفيضانات المفاجئة، محذرة من مخاطر مرتفعة للغاية في أجزاء من مقاطعتي لياونينغ وجيلين شمال شرقي البلاد، إضافة إلى آنهوي شرقي الصين، خلال الفترة الممتدة حتى مساء الإثنين.
كما أصدرت وزارة الموارد الطبيعية، بالتعاون مع الهيئة الوطنية للأرصاد الجوية، إنذاراً أحمر آخر بسبب الأخطار الجيولوجية، محذرة من احتمالات كبيرة لوقوع انزلاقات وانهيارات أرضية في أجزاء من مقاطعتي لياونينغ وآنهوي، فيما شملت تحذيرات باللونين البرتقالي والأصفر مناطق أخرى معرضة للخطر.
ووجهت السلطات الحكومات المحلية إلى تكثيف أعمال الرصد والمراقبة على مدار الساعة، وإصدار التحذيرات العاجلة للسكان، مع الاستعداد لتنفيذ خطط الإخلاء في المناطق المهددة، فيما دعت المواطنين إلى الالتزام بتعليمات السلامة وتجنب المناطق المنخفضة والجبلية المعرضة للفيضانات والانهيارات.
وتشهد الصين خلال موسم الصيف سنوياً موجات من الأمطار الموسمية الغزيرة، تؤدي في كثير من الأحيان إلى فيضانات مفاجئة وانهيارات أرضية، خصوصاً في المناطق الجبلية والريفية، ما يفرض تحديات كبيرة على السلطات المحلية في حماية السكان والبنية التحتية.
وتعتمد الصين نظاماً للتحذير من الأحوال الجوية يتكون من أربعة مستويات هي؛ الأحمر (الأعلى)، ثم البرتقالي، يليه الأصفر، وأخيراً الأزرق، ويُفعَّل الإنذار الأحمر عند توقع وقوع أخطار شديدة تهدد الأرواح والممتلكات وتتطلب استجابة طارئة واسعة النطاق.
وتأتي هذه التحذيرات في وقت تواصل السلطات الصينية تعزيز إجراءات الاستعداد لموسم الفيضانات، الذي شهد خلال الأعوام الأخيرة ارتفاعاً في وتيرة الظواهر الجوية المتطرفة، مع تزايد تأثيرات التغيرات المناخية على أنماط هطول الأمطار ومستويات الأنهار في عدد من مناطق البلاد.
China has entered a state of maximum alert after the relevant authorities issued two red alerts, the highest level in the weather and natural disaster warning system, as heavy rainfall continues and the risks of flash floods and landslides increase in several provinces.
The Ministry of Water Resources and the National Meteorological Administration announced, according to the Xinhua News Agency, the issuance of a red alert for flash floods, warning of extremely high risks in parts of Liaoning and Jilin provinces in the northeast of the country, as well as Anhui in eastern China, during the period extending until Monday evening.
The Ministry of Natural Resources, in cooperation with the National Meteorological Administration, also issued another red alert due to geological hazards, warning of significant chances of landslides and mudslides in parts of Liaoning and Anhui provinces, while orange and yellow alerts covered other at-risk areas.
The authorities directed local governments to intensify monitoring and surveillance efforts around the clock, issue urgent warnings to residents, and prepare to implement evacuation plans in threatened areas, while urging citizens to adhere to safety instructions and avoid low-lying and mountainous areas prone to floods and landslides.
China experiences annual waves of heavy monsoon rains during the summer season, which often lead to flash floods and landslides, especially in mountainous and rural areas, posing significant challenges for local authorities in protecting residents and infrastructure.
China operates a weather warning system consisting of four levels: red (the highest), followed by orange, yellow, and finally blue. The red alert is activated when severe dangers threatening lives and property are anticipated, requiring a large-scale emergency response.
These warnings come at a time when Chinese authorities continue to enhance preparedness measures for the flood season, which has seen an increase in the frequency of extreme weather events in recent years, alongside the growing impacts of climate change on rainfall patterns and river levels in several regions of the country.
