انتهت عطلة سائح أسترالي في جزيرة بالي الإندونيسية بالترحيل ومنعه من دخول البلاد لمدة 10 سنوات، بعدما رصدته كاميرات مراقبة أثناء ارتكاب سلوك فاضح في مكان عام.
وقالت السلطات الإندونيسية إن بيلي أسبينال، البالغ 27 عاما، ظهر في تسجيلات كاميرات المراقبة وهو يرتكب الفعل برفقة امرأة التقاها حديثا، وذلك في ممر تابع لعقار سكني بمنطقة تيبوبينينغ في شمال كوتا، يوم 22 أغسطس الماضي.
وبعد انتشار التسجيل المصور على نطاق واسع، بدأت السلطات إجراءاتها بحق السائح، قبل أن تلقي القبض عليه في مطار إي غوستي نغوراه راي الدولي في بالي يوم 25 أغسطس، أثناء استعداده لمغادرة إندونيسيا.
وبحسب صحيفة «بالي تايمز»، ظل أسبينال قيد الاحتجاز لدى سلطات الهجرة لنحو أسبوعين، قبل ترحيله مساء الثلاثاء إلى مدينة بريزبن الأسترالية على متن رحلة تابعة لشركة «باتيك إير».
وأكد رئيس مكتب الهجرة في نغوراه راي، محمد نوفياندري، قرار الترحيل، موضحا أن السلطات أدرجت السائح على قائمة الممنوعين من دخول إندونيسيا لمدة 10 سنوات.
وأثارت الواقعة غضبا بين السكان المحليين، خصوصا بعدما انتشر تسجيل كاميرات المراقبة على نطاق واسع، فيما لم تعلن السلطات هوية المرأة التي ظهرت في التسجيل، أو اتخاذ إجراءات مماثلة بحقها حتى الآن.
وقال قائد شرطة شمال كوتا، كيتوت سوكادانا، إن مثل هذه التصرفات يمكن أن تثير قلق السكان وتؤثر سلبا في صورة الأمن والسياحة في المنطقة، مشددا على ضرورة اتخاذ إجراءات حازمة تجاه من يرتكبون مخالفات من هذا النوع.
ولم تتوقف ردود الفعل عند الإجراءات الرسمية، إذ أقام سكان محليون مراسم تطهير في الموقع الذي شهد الواقعة، بعد انتشار التسجيل المصور، في تقليد يرتبط بالمعتقدات والممارسات الثقافية المحلية في بالي.
وتتبع إندونيسيا، ولا سيما بالي ذات الأغلبية الهندوسية، قواعد صارمة فيما يتعلق بالسلوك العام، فيما تفرض قوانين البلاد قيودا على بعض أشكال السلوك الجنسي العلني، وقد يواجه الأجانب المخالفون، بحسب طبيعة الواقعة والمواد القانونية المنطبقة، إجراءات تشمل الاحتجاز أو المحاكمة أو الترحيل والمنع من دخول البلاد.
An Australian tourist's holiday in Indonesia's Bali ended with his deportation and a 10-year ban from entering the country after he was caught on surveillance cameras engaging in indecent behavior in a public place.
Indonesian authorities stated that 27-year-old Billy Aspinall was seen in surveillance footage committing the act with a woman he had just met, in a corridor of a residential property in the Tibubeneng area of North Kuta on August 22.
After the video went viral, authorities began their proceedings against the tourist, before arresting him at Ngurah Rai International Airport in Bali on August 25, as he was preparing to leave Indonesia.
According to the Bali Times, Aspinall was held in immigration custody for about two weeks before being deported on Tuesday evening to Brisbane, Australia, on a Batik Air flight.
The head of the immigration office at Ngurah Rai, Muhammad Noviandri, confirmed the deportation decision, explaining that the authorities placed the tourist on a blacklist for a 10-year entry ban to Indonesia.
The incident sparked outrage among local residents, especially after the surveillance footage circulated widely, while authorities have not disclosed the identity of the woman seen in the recording, nor have they taken similar actions against her so far.
North Kuta Police Chief, Ketut Sukadana, stated that such behavior can raise concerns among residents and negatively impact the image of security and tourism in the area, emphasizing the need for strict measures against those who commit such offenses.
Reactions did not stop at official actions, as local residents held a purification ceremony at the site of the incident after the video spread, in a tradition linked to local beliefs and cultural practices in Bali.
Indonesia, particularly Hindu-majority Bali, follows strict rules regarding public behavior, with the country's laws imposing restrictions on certain forms of public sexual conduct. Foreigners who violate these laws may face actions including detention, trial, deportation, and entry bans, depending on the nature of the incident and the applicable legal provisions.
